POSITION PURPOSE

The Business Development & Capture Associate will play an important role in helping CORMAC grow its federal and state Health IT business. This is an opportunity for a motivated growth professional to gain broad exposure to business development, capture, customer engagement, solutioning, and proposal activities while working closely with senior leadership, technical teams, proposal personnel, and delivery staff.

The successful candidate will help manage opportunities throughout the business development and capture lifecycle, support proposal development, build productive customer and partner relationships, and contribute directly to CORMAC's continued growth.

This role is well suited for someone who brings hands-on experience, takes initiative, enjoys working across teams, and is ready to grow into greater capture leadership over time.

REPORTING RELATIONSHIPS

Reports to: Designated Growth Leader or Executive Leadership

Primary working relationships: Senior leadership, delivery teams, solution and technical teams, proposal personnel, customers, and industry partners

RESPONSIBILITIES

  • Contribute to annual growth and business development objectives by supporting assigned pursuits and taking ownership of well-defined capture activities.
  • Identify, qualify, and track federal and state Health IT opportunities aligned with CORMAC capabilities and growth priorities.
  • Maintain accurate, current, and actionable opportunity information within the business development pipeline and CRM tools.
  • Support and increasingly lead capture activities for small-to-medium opportunities and support senior leaders on larger strategic pursuits.
  • Conduct market research, customer analysis, competitive assessments, and opportunity qualification to build actionable intelligence.
  • Develop and maintain productive relationships with customers, industry partners, and key stakeholders.
  • Help develop and execute capture plans, win strategies, call plans, and customer engagement plans in collaboration with senior leaders and technical teams.
  • Coordinate teaming partner identification, outreach, communications, and inputs to teaming agreements.
  • Assist in developing and delivering white papers, capability briefings, and solution presentations.
  • Collaborate with technical and operational personnel to develop solutions aligned with customer requirements, acquisition strategy, and CORMAC capabilities.
  • Prepare opportunity summaries, competitive assessments, gate review materials, and bid/no-bid recommendations for management review.
  • Support responses to RFIs, Sources Sought notices, market research requests, and other pre-solicitation activities.
  • Participate in proposal development, including content planning, writing, pricing support, review coordination, and color team reviews.
  • Assist with oral presentation planning, preparation, rehearsals, and customer demonstrations.
  • Monitor agency procurement forecasts, acquisition plans, contract vehicles, and solicitation activity.
  • Provide concise and timely updates on capture status, risks, actions, and decision points to help management make informed pursuit decisions.
  • Support win/loss reviews, lessons learned, and continuous improvement of business development and capture processes.
  • Collaborate with program managers and delivery teams to identify and support organic growth opportunities within existing contracts.
  • Represent CORMAC at industry events, conferences, networking activities, and customer engagements, as appropriate.

MINIMUM POSITION QUALIFICATIONS

Education

  • Bachelor's degree in Information Technology (IT), Business, , Healthcare, Public Administration, or a related field.
  • An advanced degree is preferred but not required.

Experience

  • Three to eight years of experience in federal business development, capture management, proposal management, program management, or a related discipline, demonstrating a clear trajectory of increasing responsibility.
  • At least three years of experience supporting and contributing to federal government procurements and proposal efforts.
  • Demonstrated experience leading or playing a primary supporting role in opportunity qualification, capture planning, customer engagement, and proposal development activities.
  • Experience developing relationships with customers, teaming partners, and industry stakeholders.
  • Experience supporting federal civilian agencies is preferred.

Knowledge and Skills

  • Working knowledge of the Federal Acquisition Regulation and federal procurement processes.
  • Solid understanding and hands-on execution of the federal business development, capture, and proposal lifecycle.
  • Ability to manage multiple opportunities, priorities, and deadlines in a fast-paced environment.
  • Strong research, analytical, organizational, and project management skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently while collaborating effectively with technical, operational, proposal, and executive teams.
  • Proficiency with Microsoft Office applications and CRM or pipeline management tools.
  • Ability to travel, as needed, for customer, partner, and business development activities.

PREFERRED QUALIFICATIONS

  • Experience supporting CMS, AHRQ, CDC, NIH, HHS, VA, or other federal health agencies.
  • Knowledge of Health IT, data analytics, cloud, artificial intelligence, digital services, cybersecurity, program integrity, or related federal markets.
  • Experience with GWACs, IDIQs, BPAs, and multiple-award contract vehicles.
  • Established relationships within the federal health community or industry partner ecosystem.

  • Effective follow-through on capture milestones, action items, and management reviews.
  • Quality of capture documentation, research, customer intelligence, and competitive analysis.
  • Contribution to RFI, proposal, oral presentation, and other pursuit deliverables.
  • Customer and partner engagement activity and follow-through.
  • Contribution to new business wins and organic growth opportunities.
  • Accuracy, timeliness, and completeness of CRM and pipeline information.
  • Consistent use of CORMAC business development and capture processes to support disciplined, repeatable growth.
