As a <b>Supply Chain Program Manager 1</b>, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. You will be a focal point within the Global Supply Chain (GSC) organization for the Advanced Communications & Sensing Operating Unit. This position will be <b>100% on site</b> at our <b>Redondo Beach, CA</b> facility.<br/><br/><b>Responsibilities:</b><br/><ul><li>Responsible and accountable for the strategy, planning, and execution of all material and subcontract content for a Program or collection of Programs throughout the entire business acquisition process (BAP)</li><li>Accountable for supply chain program execution including material budget, resource planning, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution</li><li>Prepares basis of estimates (BOE) for bills of material and supply chain (subcontract administration, goods movement, material planning) labor</li><li>Contribute to the preparation of statements of work (SOW) to ensure requirements and acceptance criteria are adequately defined</li><li>Support the definition of subcontractor management plans and implement novel subcontract strategies to incentivize supplier performance, reduce risk, and mitigate vendor lock</li><li>Ensure that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies</li><li>Review government requests for proposal (RFP) and requirements documentation to ensure proper flow down to suppliers and subcontractors and to define and implement strategy that aligns with customer award criteria and promotes a Northrop Grumman win theme</li><li>Manages the material and subcontract sales forecast for a given program or collection of programs to drive sales forecast accuracy and achieve AOP targets</li><li>Ensures mitigation plans are developed and executed to address any programmatic risks related to suppliers or supply chain execution</li><li>Oversee briefings to the PMO and executive management on program status and any necessary action plans to address issues affecting program supply chain cost and schedule performance</li><li>Leads team to drive initiatives to reduce cost and improve efficiency, implement improved long term supplier agreements</li><li>Work cohesively with leaders in other disciplines such as engineering, operations, quality, and other personnel to manage material performance and ensure delivery of hardware to support production needs within budget</li><li>Acts as the escalation path for the PMO to address issues in program execution related to the supply chain</li></ul><br/><br/><b>Basic Qualifications:</b><br/><ul><li>Bachelor's degree with 5+ years of experience in Business Mgmt/Program Mgmt, Supply Chain or Operations Mgmt - OR - Master's degree with 3+ years of experience in Business Mgmt/Program Mgmt, Supply Chain or Operations Mgmt; in lieu of degree an additional 4+ years of experience in Business Mgmt/Program Mgmt, Supply Chain or Operations Mgmt may be considered</li><li>1 year of team leader and/or people management experience</li><li>Subcontracts, procurement, or material management/planning experience</li><li>Ability to support multiple programs and proposals with multiple suppliers concurrently</li><li>Ability to obtain and maintain U.S. Government Top Secret or SCI clearance within a reasonable amount of time as determined by business needs</li><li>Ability to travel up to 25% of time</li></ul><br/><br/><b>Preferred Qualifications:</b><br/><ul><li>Master's degree in Business Mgmt or Admin, Global Supply Chain, or Project Management</li><li>Aerospace and Defense experience</li><li>Experience performing the duties outlined in the responsibilities section</li><li>Solid understanding of supply chain and program management principles, policies, procedures, and regulations</li><li>Strong written, verbal and presentation skills with proven ability to develop and maintain strong internal/external customer relationships</li><li>Ability to communicate with multiple levels of internal leadership and externally to suppliers</li><li>Ability to work under limited supervision - No instructions needed on routine work, and general instructions given on new lines of work or special assignments</li><li>Experience with demonstrated leadership and people management skills with the ability to model and promote a strong sense of engagement, teamwork, and cooperation</li><li>Experience managing subcontractor and/or material sales forecasts to achieve monthly, quarterly and annual targets</li><li>Earned Value experience</li><li>Cost Account Management exposure</li><li>High proficiency working in SAP, Tableau, Cognos, and Microsoft Suite (Excel, Word, etc.)</li><li>Ability to read and understand technical drawings and documents</li><li>Experience and in depth understanding of FAR/DFAR provisions</li><li>Knowledge and experience with ITAR and EAR requirements</li><li>Active U.S. Government Top Secret/SCI clearance</li></ul><br/><br/>Primary Level Salary Range: $121,000.00 - $181,600.00<br/><br/>The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.<br/><br/>Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.<br/><br/>The application period for the job is estimated to be 20 days from the job posting date.
